york city's greenwich village halloween parade cancelled for the first time in the parade's 39-year history. people asked to volunteer at local outreach centers to help storm victims instead. >> time for weather and traffic on the ones. tom said there is still rain lipgerring in our area. >>> just a few sprinkles in our area. you may need an umbrella. many getting back to work and school. no sprinkles right there on the mall. just up here in northwest washington, we have a view. 43 reagan national. wind out of the south around 10. occasional gusts at 15. as we look at storm team 4 radar, you can see the circulation of what was sandy still here up over pennsylvania. it has weakened a lot. still getting a few sprinkles these areas in green, much of northern virginia and into montgomery county. this is slowly drifting off to the north and east. right into the metro area, we may get a few sprinkles over the next several hours. in addition, many of the main stem rivers are near flood stage. that includes the potomac. maybe a foot above flood stage by early this evening. going to be runni

the clean up going on at the start line, and off in the distance, you see the first wave of runners as they near the finish line. i want to show you a shot from our city cam. and it is a ten mile course with 30,000 runners. this is the third largest ten mile course in the world. there are some wounded warrior participants. we have seen them in the hand cycles and the wheelchairs that made it across. they were the first wave to lead i want to show you the map this race took. they started here near the pentagon, crossed the memorial bridge. they took a circuit by the lincoln memorial. an iconic ruth, up to the west end of the capital, and back down to the title basin, and now across the 14th street bridge to make their way back here to the south end of the pentagon where the race is ending. and of course some of the street closures are still going on there because the last of those runners are making their way across the last of the course, and of course, again, you're encouraged to take an alternate root. now, benefits of this race go to benefit military families and their leisure an

morning. >> reporter: aaron, good morning. things are rapidly taken a turn downhill sin we first arrived on friday. the winds are at 45 miles per hour in rehoboth. they're at 40 in ocean city. the rain is starting to come down. the water has picked up significantly out in the ocean. we're three to four feet above normal. again, this is just a taste of what we will be experiencing here along the coast. we spoke with many residents here in rehoboth that said they are not taking the chance. a lot of people told us the only thing they have to compare it to is the ash wednesday storm of '62 for those here along the coastal region, a they will not take those same chances as that storm of '62 because meteorologists have said this is going to be significantly larger. some of the new models showing this is now a system that's about 900 miles across. it is something that is really going to be epic. governor jack marckel saying that people should not take any chances. seven shelters are set up in the ate of delaware, three in rehoboth, and two of them are taking pets. >> if you're going to a shelte
